In the first case, you would be completely wrong. Downvotes are essential to combat spam, plagiarism, bid bot abuse, tag abuse, personal attacks, and many other activities that need to be discouraged.
As for the latter, name names. Vagueposting is BS. Who is being abusive, what are they flagging, what justification (if any) do they offer in comments to explain the flags, and how is it evidence of envy (chronic or otherwise)?
It's not the number of tags, but the tags themselves. It applies to adding a popular tag that is not relevant to the post, e.g. "photography" on a post with no original photography or "steemfest" on a post not related to steemfest. That constitutes tag abuse.
Oh, what if you're reviewing someone else's photography? It's not your own but you need do a review on it or blog about it? I did that yesterday on @honusurf for the first time, and I don't think it wen't over too well! Under your rules I think this would constitute tag abuse! I get it though, glad it's not a count, but more of a scam-tactic! lol
If it is made clear that the photography is not your own, you link to the original photographer, and it's about your review and analysis of the photography in question, it's probably not tag abuse. However, when re-posting someone else's content, it is wise to ensure it can't be misconstrued as plagiarism or copy/pasted content trying to piggyback some STEEM off someone else's work.
Agreed 100% there is a Nazi faction in Steemit growing out of control telling us what content is ok & not ok to post. Why flag this comment @azircon you a nazi? That is a yes....
