A big issue I have seen is people don't want to put the time to build an account on steemit and people don't want to dump money into it since they have not put anything out on how they are going to monetize and start making money to support the payouts without depreciating the value of steem over time. People need enough details about what they are investing either time or money into to be comfortable enough to do it. Have you heard anything about how they are going to monetize to be able to sustain the payouts every week?
