Dude, I don't have much influence, but I need you to highlight this thing. Your voice may matter.

You and I might think of our miniscule Voting Power being used to help upvote content we like and mostly we just ignore content that we don't like. In this mindset, we typically will not downvote very much because our downvotes have very little effect. However, I think for the whales, they see downvoting as a way to control the reward pool. If they think a post is getting too much reward relative to its quality then they might downvote it.
There is also the phenomena of hate-flagging people too. It's sometimes hard to separate the what is hate-flagging and what is somebody saying that a post is low-quality. Promoting bad products and low quality images are perhaps reasons somebody might downvote.
I've seen downvotes for tag abuse - where a community "owns" a tag and then downvotes people who don't follow that community's standards for quality.
shrugs When it comes to this particular poster though, he is controversial, so some people are going to have a lower threshold before they down vote.

Even I guess no one has the right to decide downvoting or flagging a low quality post, unless it is offensive or plagiarism.

Actually, we do have the right to downvote or flag low-quality posts. It's just that our culture here is that very few people do.

But I guess if someone who is in the learning stage, should be given a chance to learn starting with low quality posts, what you say?

Generally yes. If I downvote then I normally use a comment to say why. But I don't downvote very often.

Its better to guide them and leave a message in comment :)

I agree with your points in your post. It is too bad that some people use their power to do damage to other steemians. Maybe there are reasons why these guys down voted . We will never know but the sad part is it happens here in steemit not often but it happens. I am glad that you pointed that one out. some will just ignore this and let is pass since it is not their problem. or they just don't want to be at the cross-hairs of these people.

I have just been fighting the same battle, on behalf of someone I just happened upon. He had a nice post about farming on a small scale, which is very useful (most of Africa farms on a small scale).

His post was greyed out because of low interest.

Anyway, I did not know I can find out who did it to him, so I went looking for someone more experienced. I found such a person and put forward the argument that when this is done, it is also a form of censorship.

He strongly protested my argument, saying it is only hiding the post, not censoring it!! I said I should then inform Assange (many want to convince him to leave Twitter and come here because he is angry about being blocked there). I also said that FBook, YouTube and Google both use the same technique for censoring those they do not support politically, making it difficult for them to be found...you have to be very insistent to get to what you are looking for.

I also strongly feel that this is a form of bullying - the strong can do it to the weaker, but the weaker have no recourse and nowhere they can go to demand that some sort of Admin check the posts and decide. I feel that if someone flags (downvotes) without reason, then the downvotes should be reversed at double the amount of votes and money stolen.

Then people will think twise before doing it and maybe I won't mind have some idiot flag me a few times, I'd love it that justice is being served by him having to compensate me with double what he took.

I understand the top boys are worried about spam, but you do not prevent one evil by licensing another.

I strongly agree with you, I mean Steemit admin should look into these downvotes of flags and if they are not used at the right place, then that particular person should be charged for that.

Not charged, in the sense of a fine. ALL that is taken should be in multiples of what they stole and for the damage they caused the other person (the victim).

Well right at the start if someone flag or downvote someone, Steemit should have an admin for it to see for the post that is downvoted or flagged. Then they may decide what to do then

This issue has been raised numerous times, and by some people with high reputations. It's even been emailed to the steemit people, but to no avail. The people who use the downvote button in this way are attempting to censor steemit through intimidation of others by making everyone afraid that they might say the wrong thing and be attacked too. Worse than the money loss on posts, if the person attacking you has a higher reputation, you can lose yours. Some people have been driven down to reputations in the minus range. Once their reputation is at zero, their posts no longer show, so you can see how effective a censorship tool this is. But Steemit seems to like it that way. Makes you wonder about what Steemit really stands for, doesn't it?

I haven't necessarily seen abuse of the down vote but I have seen some bullying on steemit this past week.
It's a group of people mercilessly harassing a man. I don't know the entire story but it still bothers me.

The downvote situation appears to be "I have a grudge against you cause you ticked me off... so this is what you get". I do not think this is fair and yes, steemit should have a monitoring dept or system to oversee such things.
If I was using steemit as an only source of income and relied upon it for survival, then these people are begrudgingly taking away my livelihood.

Exactly, they need to check in the downvotes and authorize it after checking posts that are downvoted.
