Normaly this are new people who are trying to have the first commentary reward. When I started to use steemit a few days ago I use to reply just for the reward. Now I think its better to review the post and if you are going to post something it should be relevant information about the post not just "amazing" or "nice post.
It's true those with rep 50 or less tends to be the newer ones.
