It's a glitch of some sort, because I have been posting this:

at the bottom of every single one of my posts lately (usually there is an accent on the second 'E' in Mene), but today they made me take the accent off in order to send it through.
you can insert it by editing after posting in both blog and comment... just tired that

I think that could be very possible. It seems like some symbols are having issues. Hopefully it will be fixed and back to normal soon

posted a comment with a pic including %, it worked
and tried another big blog post with lots of links which didn't include the % but didn't work again :(
It's likely many "special characters" that are the issue. It'll eventually get fixed. However I've only noticed the enya thus far. at least you have an idea of what it is. and it's probably not to do with images but actual text, or copied text.
Happening to me too and I only have text and photos using the uploader in my post.
