Resynthesizer is a plugin for GIMP (GNU Image Manipulation Program) a free open source image editor for Windows, Linux and Mac. The plugin allows you to easily remove objects from your pictures and replaces those objects with pixels from around it to make it look like they were never there. Take a look at the before and after images below to see where I removed the seagull poop from the railings in the picture.
