What if someone with a large STEEM Power doesn't agree with an opinion? Will they down vote and flag certain articles?
Oh, I haven't found the button for down vote: D It's interesting to see how the STEEM blockchain evolves and provides many new opportunities.
Those are indeed valid concerns, and that is exactly the reason we didn't incorporate down vote or flag buttons. This however does not make it impossible to down vote or flag by using other platforms. We might incorporate a flagging system with manual curation or something similar, but for everything else we count on the honest and curative effects of other steemians and the steem community.

... and, other than what you mentioned in your comment, there is some filtering will also be active to avoid unhealthy discussion.
