The duties of a witness are well defined. People trying to accurately describe the duties should end up with remarkably similar posts.
When voting for witnesses, we are voting for people with good tech skills with access to quality hardware. Such people may not be that good at creating popular or even original content.
The popularity of an account on SteemIt is not a good indication if the account would make a great witness.
So, I would say that users should hold off on voting for witnesses until they have a strong understand of the platform and substantial knowledge of the people vying to become witnesses.
Your stated fact that 95% of users haven't voted is not a problem.
As a user, I would be wary of anyone soliciting to become a delegate as such people might have a political motive.
