i changed 25 Steem into Steemp with 25 in the memo but there was still a charge. Did I misunderstand how this works?

Yes, the discount is based on the actual waiting time (which is explained) not based on the requested waiting time. That is, if there is a balance for you, you can't wait even if you want. Hope this clarifies. Thanks again.
