why payout is declined I am new to steem
probably because he used bots or something similar to boost his votes
Some people do want to earn money on some of their posts. Usually you will see it when someone is running a business and they just wan't to inform the comunity of an event or the status of the business. I have declined payout on a couple of posts myself. On those posts I was sharing someone else's work. It would not have been ethical to earn money using someone else's work.
