Lets investigate what the exchanges needs to do.

Maintain minimal gas/rc to perform basic operations
What are the basic operations ? - deposit/withdraw nothing else is needed
Unlike normal accounts an LTM like feature from Bitshares can be used for exchanges to act as basic KYC
