I find myself thinking this is primarily intended by the Lord as a sign, a warning, but not a chastisement. Adults worry about it, as snow is economically threatening to their town, but the children are loving it, and more importantly, the land will love it. Even the wise could benefit by applying it as a blessing of resources.
