That was the masterplan of God, to give mankind free will and dominion so as that love with a choice whether it be good or evil God gave mankind a choice and it's obvious that while most are using their free will to make the wrong choices, others are using it to make it right too
The devil choose to misuse his freewill and God as the creator of heaven an earth is not to be blamed for the devil's actions
