First of all we must understand that God is merciful but he is also just, he cannot do something against his nature or against his word, he absolutely always does the right thing. On the other hand we have humanity that is by nature sinful and the justice of God demands a price for sin, that is, that price must be paid, understanding that God is rich in mercy, so: how is it that God could exercise mercy and justice? at the same time in this situation?

18 knowing that you were rescued from your vain way of life, which you received from your fathers, not with corruptible things, such as gold or silver, 19 but with the precious blood of Christ, as of a lamb without spot and without blemish, 20 already destined before the foundation of the world, but manifested in the last times for love of you,

1 Peter 1:18-20

He already had everything planned before the foundation of the world.
