That's a bot account owned by fulltimegeek to curate. Not sure if it's random people or if it's circlejerking, so I'm not going to make any statements about it. It does spam, but it's spam targets specific people only. It upvotes itself but it seems to do so only to rise it's reputation (just my impression).
