These are kids, probably spending time here letting time pass. Both of them wearing jeans and they also have a denim jackets which is a typical view in this city.

The guy standing must be looking at his cell phone from his stance. The other is fixing his pants as it seems to be too tight around the shin which could be hampering his walking. Looks like they are getting ready to go someplace.
