I think we could make content better by preventing user to post often, there should be a time limit between post, like an hour or so

Yeah that's a reasonable idea. I just think you should be able to rate the quality of a post out of 5 or something. Some stuff is garbage
I think there already is a time limit, but some people are limited as to when they use the internet. Time limits can cause problems for them.
