Some witnesses are actually inactive. According to https://steemian.info/witnesses @steem-bounty ranks at #90 and only 595 people have voted for witness. Berniesanders nextgencrypto managed to hit #49 spreading toxic hostility. If people don't make inteligent decisions with their stake, things are going to get bad for everyone in the platform.
Top 20 is difficult but I think @steem-bounty deserves to be in the Top 50. Pushing Steem-Forever should get some traction. There isn't a while lot of promotion and probably some of the users of @steem-bounty have no idea that there is a witness. Promotion and community engagement goes a long way.

On a DPoS Network those with stake gets to vote for the direction of the network. I own only about 0.002% of the network and I've already voted for @steem-bounty What you need is bigger stake holders. https://mysteemitfriends.online could help you to identify large stake holders.
