I don't think it's the case.... bcuz you need at least 30 steem power to vote 0.01 & 90 for 0.02 & for 0.03 .......150 so it's not linear....but it's close & the reward pool is constantly changing last time I checked 0.02 was. 70 sp & that was not long ago.
