Yeah the CPLP is also called "lusophone commonwealth" in some places. There are still some countries pending to enter, being the most obvious Macau (didn't even knew they weren't members already, but independence was very late for them - 1998 if I'm not mistaken). About Turkey, I think associate members are just for international cooperation, although they're supposed to have some kind of relation with portuguese speaking countries. For example Andorra and Luxembourg want to enter because of a huge percentage of portuguese speakers, India because of trade routes, and Australia just because it was found by portuguese sailors, unsurprisingly.

I don't really care much about the CPLP, I think it's good for small countries such as São Tomé, Cape Verde, Guinea-Bissau, and that's it... The rest are just politics.
