The classification of MVest number is not determined by the number of people holding each level or what percentage they are at. That is designed by the system like @preparedwombat cited.

Not the numbers in each category and the percentage of the whole they control, that changes. It is really evident in the quarterly post I just put up...which really shows the change over a 90 day period.
