If someone had time, they could run a full audit and include/exclude accounts based on recent actions to see if their stake had any chance of going anywhere else but to 5 friends and or 5 alts.

No I don't think any curve will help very much. Traf and Kevin might distribute more freely but there will be others still competing for biggest dickhead. And then the 'well they are doing it so I am too' will start again.
Yep, someone. Someone who doesn't care if they tag the 20 largest active voting accounts on the platform and assign them a user to 'manage'. (the account below) :)
