I think some fee on instant power down can be a solution like 2-5% which should directly fully or half burn it can give you a solution to counter inflation and it can also increase fund to steemit team.

That is basically extortion. "Wait for 13 weeks, or pay me a ransom now!". Investors hate these kinds of shady terms.
