Clarification : A troll doesn't "lose money for being a troll", they are not "hurt financially". They simply will not make any money on Steemit. You cannot lose money on Steemit, you can only make money on Steemit. Once the payouts happen after approximately 24 hours, those funds cannot be taken away from you. A persons pending rewards can be lowered by downvotes, but they're not "losing money" they're simply not making as much as they would have before the downvotes.
