I don't understand the word "unrelated" in this sentence: At least two "unrelated" people should hold ALL the keys for the community account.
2 unrelated people, is it from the team in the community itself, or other parties from outside the community?

By the word 'unrelated', I think its mean that there should be two such people that are not very close to each other. The connection could be their relationship, friendship, or the same location, etc.
Unrelated = not members of the same family, or close relatives.
