Witnesses positions are based on the Steem Power of the users that vote them.
The concentration of all the Steem Power in just a few accounts and the fact that very few people votes for witnesses makes competition very difficult.
Fortunately, @steem-bounty doesn't have to rely just on witnesses position but also profits from their services fees.

Dear @ropaga, i know that @steem-bounty give much more services than only witness, but i think that if they will go out from first 100 witness it will be a scandal and will drive Steemit to dead soon...
Correct me if I am wrong, but as far as I know if a witness is under the top 20 positions it does not really matter much what their exact position is.
I am voting 5 witness outside the top 100 and 16 in top 100, including @steem-bounty

That is not correct. The higher you are in the list the more rewards you earn.
Dear @ropaga, look at this:
If steem-bounty will go out from first 100 will not even be listed in the direct choices and for me this will be unbelievable!
