Stating he needs to remove his sock puppets before any negotiation can happen is one-sided and will likely lead to the stalemate continuing until he forces a hard fork on us. You need to offer him a reason to not hard fork the shit out of us and divest himself of his stake. I'd suggest a powerdown concession (maybe 4 weeks) in exchange for a portion of the stinc ninja-mine put aside for community development. Would this be something that might interest him?
