But it's just fantasy!
A more decentralised and real solution is a tough one! It would require some kind of voluntary self-tax to devote to flagging!
There's a play on words there I accidently stumbled on... 'devote to de-voting'

Maybe just comments could have an effect on some abusers - yr nemisis chbatist fr example who I've seen in the steem forums audience (surprisingly).. eg.. 'Please don't disrespect me by paying to vote this post above it's true value' thx'
Then again that'd make him UA no 1 if enough peops did it!
