So just to make sure I've understood this, the tweak basically halves the voting power of the top three bins, or about the top 70 accounts by vests (reducing their from 53% control of stake to 25% of VP for these elections).

Yes that's accurate. Individually they still have more power than those with less. We are addressing a severe imbalance of stake distribution just at the very top. We do think the cap is high enough not to affect too many investors though.
