Different countries need to know there local laws and regulations. :)
Further going into specific country laws :
TOR usage depends on a Countries / States legal interpretation of it and can be recognized as such so you might need to use a VPN to not get into trouble.
VPN usage as well might have some legal interpretations in some Countries / States , for example :
Dubai has declared VPN usage illegal , see here.

Do you have a source? Because I don't see how that would happen if you do it securely, America has some of the harshest drug laws in the world.
If you do it correctly, it is just send to your address and they shouldn't be able to trance you requested it, nobody should be able to charge you with something just because something gets send to you.
American government is one of the biggest drug dealers in the world! :D
