Steem decimation?

Hi I'm new to the platform have been reading up about how things work and that could somebody clarify what I read that the steem currency is supposed to go through a denomination/decimation every about 3.5 years planned as a way to limit the amount the amount of liquid steem in circulation and maintane its value? Thanks for any replies. Also if that is so does it apply to steem power as well?
