You are a 100 % correct, but I think the solution is more complex than you think...
Not the best content gets the most upvotes, sometimes, but most of the times it’s just the whales that get most (non paid) upvotes, regardless of the quality...
It needs to be possible for a new minnow with great value in their post to reach the trending page... Now they just get lost in the clutter.
