Yes. This is a really alarming and quite unnoticed flaw. But it pain me more to not be able to think of an effective solution, except for the abusers to voluntarily stop.

What's more alarming is that no one is willing to pull the shot and start removing their rewards. As for a solution, please see my response to @joythewanderer above.
