I am just wondering.. the "whales" with lots of steem power that have more influence when they comment and upvote it benefits the creator more in earnings how? does the cost come from the whale or the website?
it comes from the Steem blockchain, but the voting power of the "Whale" is depleted with each vote. The more Steem they have invested, the more their vote is worth. You will see people saying they are low on voting power. This is because the power takes a while to replenish after you vote.
