Love the concept, it's something I've often wondered about as many eco villages are currently beyond the reach of the less wealthy. I've never thought of applying it to a blockchain though. I don't know enough about it.
Did you manage to find a coder yet?
If it ever comes to fruition I'd certainly consider being involved on the Australia end.
