If you never post here, you SHOULD NOT be allowed to DOWNVOTE.
I am being hit right now with a rash of downvotes from people I've never had any interaction with who never post. You can't, obviously, find out what their problem is if there is nothing on their blog to which one can reply. Suspiciously, these ranges of time-sequenced downvoters all have almost exactly the same amount of SP... Oh...and to any witnesses who care about the future of this platform...we need to stop accounts that haven't posted anything within x-number of weeks/months from having downvoting ability.
There are some here who simply create hundreds of accounts simply for the purpose of malicious ideologically-driven downvoting of people they don't like.
THAT IS MANIFESTLY UNFAIR, INAPPROPRIATE, ANTI-AMERICAN, and very harmful to the future of Steemit.
FYI...A week or so ago, 10,000 new accounts suddenly started up, when the weekly average in recent times has been a few hundred at most. I suggest that Steemit, Inc and the witnesses find out who was behind the creation of these accounts; and if necessary (and if they are spammers like those currently downvoting my account,) that they be deleted or strictly limited in their downvoting abilities.
EDIT: This Steemit abUSER has now downvoted me several hundred times today, and it is ongoing. Steemcleaners is saying they don't handle "spam," and even #informationwar is now scolding ME, for posting things that "might get flagged." IS THIS TYPE OBVIOUS ABUSE OF THE PLATFORM GOING TO BE ALLOWED TO CONTINUE INDEFINITELY WITHOUT ANY GOOD PEOPLE DOING ANYTHING TO INTERVENE? What are witnesses for, if it is not to prevent destructive ABUSE of the platform and to keep it free from programmed SPAM ATTACKS?!?!?

Yea...I should have known. It's apparently just fine with TPTB here on Steemit to create HUNDREDS, even THOUSANDS, of fake accounts simply with which to abuse other Steemians with whom there has not ever even been any public argument or dialogue.
What would that solve¿
Give a reason for these spam accounts to spam the network every day, week or month so that they stay relevant enough to flag? Should people be allowed to vote if they haven't commented or posted in x amount of time, or only flagging gets penalized even more.
Abusive, malicious flagging sucks, but changing the rules because people want a reason for what otherwise needs no justification or explanation won't stop flagging or explain why it's important or reasonable to justify flagging and how that would work other than pretty much justify spamming along so they could engage in malicious flagging.
