It's simple. Go to https://steemit.com/@rewardpoolrape/comments, find comments that are pending payout, and flag them. By doing this, you're reversing the outright obvious "rape," of the rewards pool by someone who clearly doesn't care about the platform that you're working on. The "rape," of the rewards pool is detrimental to everyone and the health of Steem as a whole. Don't tolerate stuff like this. If you see something like this, have a voice.

Resteemed, but... does it do any good to flag people with higher rep scores? I also feel badly for the people who are getting nothing except his upvote, it is not their fault!
It is a false idea on the site that you must get paid for every action. In all business there are costs and clean up. Dealing with the spam is a cost of doing business. Like paying for garbage services.
That is not the point. They see it, they get excited, then it gets snatched away from them when they did nothing wrong.

I have a feeling it is a certain pair of whales which just got of a major Steem controversy.
@berniesanders / @nextgencrypto and all of his other accounts. Sad dude! Hopefully one day he learns to tame his narcissism. He could be doing a lot cooler stuff, but just doesn't :-/.
They sure are putting alot of money into trolling on steemit.
Just a sad dude that no one cares for, hiding behind a moniker that exploited the initial launch of the chain. Nothing more, nothing less.

You are right, there are those who comment outside the subject and so to win the vote only. There are those who put the flag for you without a reason
God, some people just lose their heads from greed. Steemit such a lovely place, full of goodness and dreams. Why would someone spoils it. After all, everyone has a chance to succeed, a fair opportunity to find their recognition. I was very upset by such news, such a ridiculous page is created in order to fill your wallet. I don't want them turned Steemit in the trash.
