It's a good thought. However, don't you think the people who have any downvoting power are intelligent enough to figure out they have nothing to gain by downvoting anything else than harmful content? You probably loose potential income by downvoting, so it's already disincentivized. On the other hand, harmful content can hurt the whole platform, so those with a big stake will have the incentive to powerfully downvote such content.

Yes, you would think anyone with serious down voting power would only down vote harmful content. But check out the posts below (with steemd.com URLs, although the @ symbol is breaking the links). I'm not saying everyone should agree with the content. But I do believe these posts added some value to the platform. And they certainly contain no harmful content. Yet they were down voted by someone with a LOT of weight. Pretty disappointing and discouraging, I have to say. Makes me wonder why I'm spending time I really don't have in an effort to add some value here. Although I do have a sizable stake, so of course I will continue trying. But will others continue if they experience the same thing? Which takes us back to the reason I submitted the OP to begin with.
