There is no direct fiat gateways for Steem dollar. In order to withdraw SBD / Steem Dollar, you need to exchange it for BTC / LTC / ETH and use a fiat gateway like coinbase to withdraw your money.

The first thing you would need to do is to send your Steem dollar to an exchange where you can trade it. 

For example, Bittrex supports Steem Dollar trading. Then, trade it for BTC and withdraw Bitcoin to coinbase. In coinbase, you can withdraw the money to your bank account  or a card. But withdrawing to a card costs very high fees, so bank account is a better option.

If your country is not supported by coinbase, you may consider using uphold for withdrawal. I am mentioning this service because basic attention token uses it for withdrawals now. It supports a lot more countries than coinbase right now.

In both of these services, you will have to verify your identity before you can withdraw. This is generally known as KYC and requires you to submit your photo and passport or other identification documents.

If you don't want to go through KYC, you will have to find a buyer yourself with whom you can trade SBD person to person. There are many country based Steem communities in discord that facilitate this kind of exchange. 

But be warned that there is a lot of scammer in the p2p market. Don't send money to someone without escrow.
