I think a big thing that will help the redistribution is developing a better UI so that whales don't have to fight the backlog of garbage posts just to upvote someone that puts effort into their work. We have discord channels that are starting to help with this.

Whales don't want to hoard wealth because by upvoting lower users and creating connections those users will follow them back thus creating a positive feedback loop.

Having active followers upvote me > hoarding wealth from users who are struggling
