How to create new users?
I am interested to implement new user creation on www.steem-bounty.com
How would I go about learning how to so this?
I am looking for
A) a simple overview description how this works with the new RC system
B) links or any documentation that would help when developing such a feature

Oh this is too easy.
A. Create an advertisement article writing contest awarding 100 steem to the article that best promotes your project. It should also probably demystify your project for example I still don't know how winners are chosen exactly and well, I'm having troubles finding that answer on your site.
B. Let the contest run for a week, resteeming the contest article should be a requirement. Make sure to announce there will be a writing contest 2 weeks prior to the announcement of the contest. That way you can plant the seeds in people's minds and they can get a headstart on writing the article before the contest is even officially announced.
C. Pay good content creators in either liquid steem or votes if they wear a banner ad that links to the winning advertisement article that best sells your site. All you really need to do is introduce people to the concept to sell them on the benefits of using your site.
D. Make a video or employ someone to make a promotional video the shortly and consicely explains how simple steem-bounty.com is to use. You really could spend as much or as litte as you want on a project like this and still be successful. I think the idea kind of sells itself. It's just a matter of packaging the message.

I know it is more easy to say than to do, but i think if you can make these options, it will be the best platform all over Steemit

You can get roughly 1 account per 5 days per 2600 SP at the moment. The cost will keep fluctuation. 5 Trillion RC is a good estimate per account claim.

I'd try contacting some folks like @jarvie, @aggroed & @yabapmatt. Aggry & Matty implemented Account Creation on SteemMonsters and Jarvie seems generally more accessible.

Most the language being used in steem is really new,and it can really be challenging hopefully in a good way for a new person like me.how about using simple language for new users... like ,i now have to find what RC system is? whats that?

@knircky, In my opinion you are thinking towards an effective point and in my opinion it's really unique idea to create an option of new user creation to the Steem Bounty website. Hope and wish that soon you will going to get the response. And if this is implemented then for sure we will going to see more and more potential users.
