How to Fix Steem [random ideas on the subject]

Steem should not be given out just for existing. You should have to earn steem? By inverting the current system, when you give a vote or make a comment, you generate steem. The more often you vote or comment the more steem you generate. If people downvote you, you lose steem, or like a small leak, a few wouldn't do much, but many would 'deflate' your steem. I'm just dreaming this up, driven by the idea that steem should not be given for simply existing and holding money. Perhaps it makes it easier, changes a multiplier for generating steem, but doesn't just give you steem.
