1: Of course. Any action against me means that they are hacker.
2: The top20 are elected to govern the chain. They can implement any chain. They could rename STEEM to STEEMY, make account creation free and so on. If 17/20 decide to run a new version of the Steem blockchain that is not a bug. It's 17/20 people that decided that they want to run a different version of the chain.
