You don't need to vote to add a category, you just do by creating a post with that category. The category will become visible if it is popular.
So start creating "ask-steem-it" posts and invite others to do so!
Ta-da! It hasn't seen many posts but it's popular enough to appear in the categories when you search for "ask". I think that could become an interesting category, now that you mention it.
