Yes, relationships wil get you more upvotes then superb content. But one cannot go without the other!
You can only create relationships if you post and comment at the same time!
If you only comment but don’t have any content why wouldt they follow you!
Just today I did write/publish a post for our @sbcbot account. Apparently it does not help to ask/motivate people to interact and engage with each other. So we tried to make it visible via the a steemreport!
Also we noticed that some account are almost out if the spider web and are only there to score the upvotes. They don’t upvote other post or even comment. So today it is hammer day and some will be removed, meaning that they will loose their free upvote! Do I feel sorry about it Yes but we it will be a good decision! That we can support the accounts who do want to grow a little bit more!
