This is based on the values defined in : https://github.com/steemit/steem_protocol/blob/8c7036825f244c7cac40c705ed9f0531c6d85759/include/steemit/protocol/config.hpp
Few other header files also has the config and the default value, ie the number of times a vote value can be changed is defined as five.
