A proper governance / foundation structure for Steem? Well, this is huge and, I might add, finally!
It's funny that the initiative is coming from @ned and not from the community itself.
Anyways, YES, it is necessary to put up this body and set up its functions.
I would like to nominee @toofasteddie, the founder of @runningproject initiative.
I also second the nomination of @mcfarhat, @actifit lead. They are both proffesionals with full personal integrity.
Can one nominate herself / himself? I would love to be a part of this adventure :)
Ps: on great source of know-how is RChain Cooperative -> https://www.rchain.coop/. It is by far the most transparent blockchain project there is.

Honestly, I'm not surprised its coming from Ned. My bet is that Vitalik, Ned and all the head cheeses in crypto feel pressure from the gov to truly not have centralized powers. The hilarious thing is that the wrath of the SEC is likely going to help us achieve our goals of true decentralization as thought leaders feel the need to make sure their projects are indeed decentralized.
