My personal rating system for a blockchain involves:

Application | Decentralization | Inflation | Speed | Community

-----|-----|-----|-----|-----

I include developers in community. I include distribution in inflation. I include scalability in speed.

I've never thought too much about governance. Thinking on it, this is a big thing to miss.
