Proposal for fixing Reputation system

A lot of debates near the new reputation system. Reputation is very easy to lose, and so hard to earn. Many people are simply afraid to write posts.

I offer a retracted reputation over time. For example, reputation is reduced to a maximum of 5 days, as implemented in the Voting power.
