Heres my 3cents...
Priority #1 Securing the Steem Network
Priority #2 Have a seemless & flawless on boarding sign up to be ready for the masses.
Priority #3 Reward SteemPower (Delegation) to the newest users to retain them and allow them to speak the Good Word Mouth. (Have them earn STEEM/SBD)
[This can be done voluntarily by the Old Boys Club/Whales that have the Extra SP and can delegate and undelegate if abusing SP.]
[Kind of like a temp worker proving themselves to the Company/Donor that shows daily curation work or marketing skills or managerial role.]
[Utopian is pretty much handling the Dev side I think ok.]
I know I have only been here for just over a year, but I have observed a lot!

No idea why most are chasing after scraps for some extra SBD / Steem. What's happening is just an arms race from out-of-whack econs, which is understandable since no one wants another to get too big. So join or be left out. But it's just not an optimal move for the network, and the situation ought to be rectified.
